Throughout his career, Jesse has continually applied his progressive leadership skills directing dozens of multi-disciplinary projects. He is a subject matter expert in formal Multi-Criteria Decision-Making (MDCM) techniques whose practical applications encompass system efficiency, energy and infrastructure optimization, strategic use of assets, and liability-to-asset conversion delivery. His core experience spans site administration and management of radioactive materials, along with licensing and regulatory affairs with the NRC and Agreement States. Jesse’s specialty concentration is water treatment system planning, engineering, design, permitting, construction, and commissioning, and groundwater remediation projects; his experience is accompanied by six years of on-the-ground construction management of such systems. He is a technical and regulatory expert on radiation, radiation protection, health physics, uranium recovery, radon, radiation dose assessment, radiation dose reconstruction, groundwater remediation, environmental restoration, site reclamation, site management, project management, engineering management, water treatment, and has authored and/or co-authored various standard operating procedures, policy directives, training programs, and specifications. In addition, Jesse has taught health physics, radiation protection, X-ray fundaments, biological effects of ionizing radiation, radon, dosimetry, instrumentation, and given lectures on the technical aspects of rad-related litigation. He graduated from Excelsior College with a bachelor's degree in nuclear engineering technology and earned his master's and doctoral degrees from Old Dominion University.
